If you hear howling coming from City Hall, don't be alarmed. It's just labor pains.

Police Chief James Tuffey and Mayor Jerry Jennings haven't had a lot of positive things to talk about lately when it comes to the cops - call it the APD Blues.

The city lost a brutality lawsuit in federal court last week. Another incendiary misconduct allegation came to light, a sergeant was indicted and, in what may feel like adding insult to injury the state put a blowtorch to Tuffey's zero-tolerance alcohol policy that banned officers from drinking within eight hours of coming on duty.
